As you said, it’s mainly a side grade to Cult of Magic, and that’s a real shame. All the other Grotmas lists so far have introduced a new style of playing with different army compositions. This largely encourages the same type of lists as CoM. The detachment rule and enhancements incentivise characters much more,because both can only ever improve characters, and while the strats can largely benefit your psyker units (Rubrics/Scarabs/Tzaangors with Shaman) they are all just better used to improve Magnus apart from the deep striking one and maybe fight on death. Looks better than relying on 6s to do something. Actually makes the army a lot more consistent in its damage dealing and more mobile with the strats.

Question. Would the empowered manifestation enhancement allow an extra 6″ movement onto temporal surge from the way it is worded?

They’ve completely watered down the index and removed a lot of power. Giving rubrics deep strike for a cup is nice but taking away the crystal for example. +2 strength enhancement of in power matrix but losing +1 s and D is a nerf. Reroll 1s to wound is baked into rubrics already. +1 to wound in power area vs dev wounds all the time is a nerf. Bit of a let down to be honest
